SUPERINTENDENT DISTRIBUTION & COLLECTIONS
Position Summary
The City of Elmhurst is seeking a motivated professional to join our team! This position will manage operations and maintenance of the municipal water distribution, sanitary/storm collection and water metering systems and facilities. Other functions of this position include the following:
· Plans, organizes, assigns, supervises, reviews and evaluates the work of staff.
· Recommends selection of staff; trains staff and provides for their professional development; administers discipline as required.
· Develops and implements goals, objectives, policies, procedures and work standards for the unit; develops the unit's budget.
· Attends meetings with contractors, vendors, regulatory inspectors and environmental groups to manage operations in an effective and efficient manner.
· Plans, implements and manages maintenance projects.
· Manages construction and maintenance activities, oversees and evaluates work in progress and ensures that all activities meet specifications, codes and regulations.
· Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
· Develops and conducts safety training programs for maintenance and repair staff; ensures compliance with safety requirements of assigned operations.
· Resolves questions and complaints from the public; provides information regarding projects, construction or repair schedules and departmental activities.
· Reviews and maintains data of system and facility operations data; advise staff on required changes as required.
· Coordinates the operation, maintenance and repair of infrastructure.
· Assists Manager in preparation of operating and capital budgets.
· Administers contracts with and confers with construction contractors; schedules projects; provides technical oversight, inspects work in progress and ensures that all work complies with contract specifications and applicable codes and standards.
· Directs the maintenance of accurate records and files and prepares a variety of periodic and special reports and correspondence; ensures compliance with mandated reporting from various agencies.
· Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
· Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
Required Knowledge and Skills
· Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, employee training and discipline.

· Principles, practices and techniques of water, wastewater and storm water operations, construction, maintenance and repair.

· Safety principles, practices and equipment related to the work.
· Applicable laws, codes and regulations.

· Budgetary principles and practices.
· Standard office practices and procedures, including filing and the operation of standard office equipment.
· Techniques for dealing with a variety of City staff, public and vendors, in person and over the telephone.
· Correct business English, including spelling, grammar and punctuation.
· Planning, organizing, supervising, reviewing and evaluating the work of others.
· Training others in policies and procedures related to the work.
· Developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner.
· Managing broad-based water, wastewater and storm water programs.
· Reading and interpreting maps, plans diagrams, blueprints and specifications.
· Preparing and interpreting a variety of documents, including contract specifications, sketches, diagrams and written reports and correspondence.
· Using initiative and independent judgment within general policy guidelines.
· Establishing and maintaining effective working relationships with those contacted in the course of the work.
· Interpreting, applying and explaining complex policies, codes and regulations
· Setting priorities, coordinating multiple projects.
· Preparing and interpreting a variety of documents, including contract specifications, sketches, diagrams and written reports and correspondence.
· Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.
· Speaking English effectively to communicate in person or over the telephone.
Qualifications
· Two (2) years of college-level coursework in civil engineering or a closely related field; AND five (5) years of journey-level experience in water, wastewater and storm water operations and maintenance, two (2) years of which were in a supervisory role; OR an equivalent combination of education, training and experience as determined by Human Resources.
· Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
o Illinois driver’s license.
o Illinois Class C Public Water Supply Operator certificate.
· Mobility to work in a typical office setting, use standard office equipment and stamina to sit for extended periods of time; strength to lift and carry up to 20 pounds; vision to read printed materials; and hearing and speech to communicate in person or over the telephone. · Work is subject to performance in a field setting with exposure to chemicals, fumes, noise and inclement weather conditions.
Salary & Benefits
The salary range for this position is $88,805 to $133,208 per year. Benefits include medical, dental, vision and life insurance (City contributes annually half the cost of the deductible to employee HSA), tuition reimbursement, paid time off, and participation in the Illinois Municipal Retirement Fund (IMRF).
