JOB SUMMARY

Leads teams that provide the following HR services: HRIS, Benefits Administration, Compensation,  Performance Management, Talent Acquisition, Early Talent Programs, Succession Planning, and Enterprise & Technical Training. Ensures that workflows and processes are efficient, consistent, and compliant. Collaborates with the Relationships/HR Business Partner team to ensure HR provides a great customer experience to both employees and managers.  Provides strategic direction in the development of HR processes by recognizing trends and recommending improvements. Demonstrates leadership skills by effectively managing and developing their team, working collaboratively with peers in HR and across the District and providing strategic vision.


ESSENTIAL FUNCTIONS

- Leads and Develops the HR Services Team – Leads the staff delivering HR services to the District. Sets goals and priorities in alignment with overall strategic direction. Removes barriers to performance and holds the team accountable. Establishes and monitors appropriate metrics and key performance indicators. Develops and implements plans for staff’s development and career advancement. Manages and controls the department budget for assigned areas.
- Talent Acquisition & Early Talent - Oversees the team filling open positions with both internal and external candidates. Develops and ensures implementation of local and nationwide recruiting plans, using traditional recruiting strategies and innovative new approaches. Builds the capacity of staff to identify and successfully screen talent to meet evolving organizational needs and requirements and develops a strong talent pipeline. Oversees the development and maintenance of strong partnerships within the District. Ensures staff leverages internal and external recruiting resources to attract and identify talent and create awareness of the District. Oversees and ensures talent acquisition staff maintains strong knowledge of best practices. Ensures talent acquisition staff effectively works with HR Partners and managers to develop staffing plans, hiring forecasts and strategies. Ensures the talent acquisition and selection processes are up-to-date and deliver diverse candidate pools.
- Enterprise Learning and Technical Training –Aligns organizational learning programs to address strategic workforce skills and qualification needs. This includes both job specific technical training and organization wide training. Facilitates the development of managerial capacity across the organization.
- Compensation - Directs the team responsible for compensation strategy & administration for both union and non-union positions. Oversees management of career development pathways for all departments. Ensures that salary structures, pay policies and salary administration are market competitive and consistently followed. Responsible for ensuring training to HR and managers on compensation practices is administered.
- Succession Planning – Manages the design and implementation of succession planning for critical roles at the District.
- Performance Management –Oversees the design and implementation of the District’s performance management initiative ensuring that the process is effective and consistently implemented across the District.
- HRIS - Manages the strategy and operations of the District’s Human Resources Information System (HRIS), Information Management and HR administration processes. Ensures the effective management of aspects of the District’s HRIS. Collaborates closely with the information technology group on the configuration and support of HR systems. Oversees the development and execution of long-term HRIS strategy (hardware and software) which ensures that the operation and HR management have the critical HR information to manage effectively, to drive down transaction costs and to ensure quality of work and administration of data processing. Oversees data-entry functions to ensure timeliness, accuracy, and data integrity for all transactions.
- Benefits Administration –Partners with finance and third-party consultants to design and administer the organization’s healthcare and wellness programs. Ensures benefits programs meet employee needs while managing long-term costs. Oversees leave of absence (LOA) administration including FMLA, short-term disability and workers compensation.
- Diversity, Equity & Inclusion (DEI) – Active champion for the District’s DEI principles and practices. Ensures the design of HR services and programs applies DEI practices. Supports the attraction, development, and retention of employees with diverse backgrounds and perspectives.
- Compliance - Ensures that all practices in their area are in compliance with state and federal laws and regulations and policy. Ensures compliance with all existing reporting requirements, including any related to the Equal Employment Opportunity (EEO), Americans With Disabilities Act (ADA) and the Family and Medical Leave Act (FMLA). Develops, recommends, administers and communicates policies and procedures to guide all phases of human resource administration.
- Performs other duties of a similar nature as may be required.


MINIMUM JOB REQUIREMENTS

EDUCATION

- Candidate must possess a Bachelor degree, preferably in Human Resources, Business, Labor Relations, Organizational Effectiveness, or a closely related field. An MBA is preferred.


EXPERIENCE

- Candidate must possess seven (7) years of experience in a progressively responsible HR role. Experience should include benefits, compensation, recruitment, workforce planning, training, and/or HRIS. Experience must include three (3) years of in supervising, managing, and/or leading people, projects, and/or processes.

LICENSURE AND CERTIFICATIONS

- Candidate must possess a valid driver’s license with a driving record in accordance with the District’s acceptable guidelines.
